horcrux-api/src/sdn/mod.rs:138 returns Err("EVPN zones not yet implemented"). Confirmed by an existing test (horcrux-api/tests/sdn_tests.rs:74) that explicitly asserts this error message, so it's an intentional, tracked gap rather than a silent bug - but it's still a real missing feature blocking full SDN parity with Proxmox.

Fix needed: implement EVPN zone support (BGP/EVPN routing, VXLAN overlay via EVPN control plane) per the existing SDN module's zone abstraction.

Found during a real gap-analysis review, 2026-09-30. Lower urgency than the safety-critical items above since it fails loudly rather than silently.
